Everytime the cloak is disengaged a small amount of the cloak meter is drained to prevent rapid cloaking and de-cloaking.
I don't want my cloak nerfed, but if we don't come up with a proper balance then they will do to us scout what they did to Logis.

They didn't, they got really well balanced.
Not that there is a problem with RE's magically appearing out of thin air, or the uncloak sound playing after shotgun round 1 and 2 have gone into your back.
CCP can't resist rewarding scrub gameplay. They did get balanced, and the balance was a hard nerf to equipment and reps. The reps needed to be taken away, but I don't think all equipment need to be changed.

Cloak came pre-nerfed my ass. No sound on decloaking if you are behind the target. Kind of defeats the purpose of the sound. Throwing an RE means you are not uncloaked until after it hits the ground, complete BS. Any situation where you can fire the first shot and still be cloaked needs to be removed. Also, fluxes need to deactivate the cloak. If it takes out shields and hives, cloaks should go to. I don't know about you but I could still hear someone decloak behind me. Of course, by that time I'm probably going to die. Anyways, I do agree that the decloak animation takes too long to finish and should be reduced so that the animation completes long before you even use the weapon. This is probably the only exception I will make for adjusting the cloak along with decloaking after getting fluxed at least. I suspect that can't change it, because if they do, it may make the cloaking animation instant(or at least slightly quicker)

Unless you think one guy should be able to roll up and resupply a squad for a whole match with one hive. I was rolling around with a proto needle and a STD rep tool, worked great as a support healer. No, logis are good, you just want OP. Rep tool and needle are fine,the scanner needed to be nerfed(I think they did a good job with it)
Uplinks needed to be limited to how many could be put out, the timer being adjusted was a good but not enough. This also hurt my scout a little since I run a uplink every now in then but it's not that big of a deal honestly.
The std and compact hive are really not worth running on a assault suit anymore. You toss one down and it eats through ammo, again it's not that bad, but it's hard enough to try and fit a decent hive on a assault suit as it is.
